## Pilot Constraints
- No high-impact automated lane actions.
- Watchdog may warn/recommend/flag drift.
- Auto-cleanup remains limited to low-risk hygiene actions only.

- Thin control-plane enforcement.
- Canonical lane discipline.
- Hybrid thresholding (absolute + context %).
- Required summarization on threshold/handoff/closure.
- Structured rollover and lifecycle audit logs.

## Success Criteria
- Lean orchestration transcripts.

Conduct pilot review after 14 days with findings on:
- threshold performance
- false positives / missed detections
- operator burden
- recommended changes before full enforcement
